Municipal Council Meeting Transcript - June 17, 2025

Report 25-130

In 2024, the City of Kingston commissioned MNP consulting to develop a comprehensive Indigenization, Inclusion, Diversity, Equity and Accessibility (IIDEA) Strategy and Action Plan to enhance organizational culture and advance Council's Strategic Priority 4.5.2. The strategy evaluated current practices, identified gaps, and determined opportunities for improvement. The City's current maturity level was assessed at between Stage 2 (Beginning) and Stage 3 (Intermediate) on a five-stage scale. The plan establishes five strategic goals: build clarity and accountability around IIDEA governance; deliver clear and accessible IIDEA communications and training; build robust recruitment and retention practices; strengthen IIDEA capacity through sustainable resourcing; and support the Kingston community on its IIDEA continuum. The report seeks Council approval of the strategy and directs staff to develop a detailed implementation workplan, integrate the plan into broader strategic planning, and provide annual progress reports to Council.

The Kingston and Area Association of Museums, Art Galleries & Historic Sites (KAM) administers the fund through an annual Service Level Agreement with the City and conducts comprehensive annual reviews in consultation with stakeholders and grant recipients. The 2025-2026 Administrative Plan was approved by KAM's Board of Directors on May 29, 2025. Applications will be evaluated by two Review Committees (Operating Grants and Project Grants) with jury meetings scheduled for late September and early October 2025. Council members may participate in these review committees by expressing interest to the Director of Heritage Services by July 1, 2025.
