Report 26-034

This report presents the 2025 Kingston Community Climate Action Fund (KCCAF) project selection. The initial call for proposals (July-August 2025) received one application from Lionhearts Inc., which was recommended for approval but subsequently withdrawn due to internal financial constraints. Following this withdrawal, Sustainable Kingston submitted an expedited application proposing a partnership with the Limestone District School Board to install 5-7 food waste recycling units across 2-3 schools each. The initiative aims to divert organic waste from landfills, reduce greenhouse gas emissions, and educate students on sustainability and circular economy principles. Staff determined the application to be financially viable and aligned with the city's environmental stewardship goals. The recommendation is for Council to approve the Sustainable Kingston application for public donation.

Report 26-003

This report recommends that Council pass a new by-law to establish fees and charges for the 2026 fiscal year. Fees for municipal services represent approximately 15% of the City's total revenue budget and are often subsidized by taxation revenues. The report emphasizes the importance of annually reviewing and adjusting fees in conjunction with service cost reviews to maintain the appropriate balance between user fees and tax subsidies, and to prevent increased pressure on tax increases. As part of the annual budget process, Financial Services reviews all fees and charges with City departments to ensure compliance with policy and strategic direction. The recommendation is for Council to give three readings to the proposed by-law that repeals the 2025 Fees & Charges By-Law and establishes the new 2026 by-law as presented in Exhibit A.

Exhibit C for Report 26-002

The City of Kingston has developed a Strategic Asset Management Policy to govern its diverse portfolio of assets and ensure sustainable service delivery. The policy commits the City to managing assets in a manner that maximizes value, manages risk, and aligns with strategic priorities and legislative requirements under Ontario Regulation 588/17. The policy was created in response to the Infrastructure for Jobs and Prosperity Act, 2015, which mandated that Ontario municipalities prepare strategic asset management policies by July 1, 2019, and review them every five years. Asset management is identified as a critical decision-making process that helps the City care for infrastructure delivering community services while considering service needs, managing risks, utilizing resources wisely, and improving efficiency. The policy applies to assets managed and owned by the City of Kingston and should be read in conjunction with the Utilities Kingston Asset Management Policy for City-owned assets operated by Utilities Kingston.

Report 26-001

This report provides an update on the City of Kingston's Food Framework approved in May 2025, which is organized around five interconnected pillars: food access, infrastructure and distribution, education and literacy, production, and governance. The city allocated $300,000 in 2025 operating budget for food programming through a competitive funding application process launched in August-October 2025. The process received strong interest with 42 applications requesting $830,027 total. Key themes emerging from applications include the need for improved access to kitchen infrastructure, expanded food literacy and training programs, and scaled-up bulk buying with culturally appropriate food options. Staff recommend approving the proposed funding disbursement of $300,000 and donating up to two retired passenger vans from the city fleet to non-profit food program providers to support their initiatives.
